First in the World Program-Development Grants

Description: The First in the World (FITW) program is designed to support the development, replication, and dissemination of innovative solutions and evidence for what works in addressing persistent and widespread challenges in postsecondary education for students who are at risk for not persisting in and completing postsecondary programs, including, but not limited to, adult learners, working students, part-time students, students from low-income backgrounds, students of color, students with disabilities, and first-generation students. The focus of the FITW program is to build evidence for what works in postsecondary education by testing the effectiveness of these strategies in improving student persistence and completion outcomes.

This notice invites applications for Development grants only. Development grants will support new or substantially more effective practices for addressing widely shared challenges. Applications for Development grants must be based on Strong Theory. The Department has published a separate notice inviting applications for Validation grants.

FY15 Juvenile Drug Courts Addressing Systematic Barriers Program

Description: This program will focus on increasing the effectiveness of juvenile drug courts by: (1) supporting programs or strategies that recognize and engage the family as a valued partner in all components of the program; (2) supporting local training programs or teams that educate practitioners and their families to meet the needs of the adolescent client and include adolescent brain development, integrated treatment, trauma-informed care, cultural competency, and strong judicial interaction; (3) supporting the development of local programs that will engage stakeholders and build or enhance partnerships among judges, representatives from behavioral health treatment programs, juvenile justice, social services, school and vocational training programs, law enforcement, probation, prosecution, defense, and community organizations; (4) supporting existing juvenile drug courts to monitor and evaluate current practices to develop strategies to create policies and procedures that will address and provide solutions to identified local barriers and (5) developing and implementing data management systems, including disaggregated data by race and ethnicity of participants. OJJDP will make awards to currently operating juvenile drug courts to enhance their capacity to address barriers they encounter as they provide services to youth.

FY15 Second Chance Act Comprehensive Community-Based Adult Reentry Program Utilizing Mentors

Description: The Second Chance Act grant funding is designed to help communities develop and implement comprehensive and collaborative strategies that address the challenges posed by reentry and recidivism reduction. “Reentry” is not a specific program, but rather a process that starts when an individual is initially incarcerated and ends when he or she has been successfully reintegrated in the community as a law-abiding citizen. Section 211 of the Act authorizes grants to nonprofit organizations and federally recognized Indian tribes that may be used for comprehensive wrap-around services/programs which incorporate the use of trained mentors to promote the safe and successful reintegration into the community of adults who have been incarcerated. It is expected that program participants will be screened, assessed, and identified for program participation pre-release, and ideally, mentoring relationships will begin pre-release. During the post-release phase of the reentry program, participants will receive case management, connection to evidence-based programming designed to ensure that the transition from prison or jail to the community is safe and successful, and the benefit of a mentor. In instances where geographic distance or other obstacles preclude in-person visits between mentors and mentees pre-release, other mechanisms, such as voice and video calling, may be utilized when allowed and appropriate to begin mentoring relationships.

Description: The FY 2015 TIGER program will fund transformative projects of all eligible types, including projects that promote Ladders of Opportunity, to the extent permitted by law. Ladders of Opportunity projects may increase connectivity to employment, education, services and other opportunities, support workforce development, or contribute to community revitalization, particularly for disadvantaged groups: low income groups, persons with visible and hidden disabilities, elderly individuals, and minority persons and populations.
