David Farley
Specialty: Community / Economic Development, Healthcare

Dave Farley, owner of The Grant Doctors, has ten years of experience serving local municipalities, companies, nonprofit organizations and governing boards. His early work--while still a twenty-something--was highlighted in Forbes (1993). Since founding The Grant Doctors in 1995, Dave has helped his clients secure nearly $3.0 million in state and federal grants.

Recent accomplishments:

  • Town of Loomis, CA - Awarded $500,000 in Community Development Block Grant funds to support a $5.0 million downtown revitalization program and create a revolving loan fund.
  • Federal Technology Center - Secured $450,000 in state and federal grant funds to create a Procurement Technical Assistance Center in the Sacramento region.
  • Sacramento County Department of Health & Human Services - Raised $1,275,000 in California State grants to develop new health education programs.

Dave holds a BS in Public Administration from the University of Southern California and an MPA from Golden Gate University. He is dedicated to community service and volunteers on several boards of directors.


William Farley
Specialty: Redevelopment

Bill Farley has over 15 years of experience in project financing and development--including financial modeling, deal structuring and negotiations. Has has been directly involved in over $1.0 billion of public-private partnerships involving office, retail, sports facilities and industrial development.

Bill is one of the leading experts in California on public-private real estate partnerships. He had the lead role in the redevelopment of the Sacramento Army Depot, refinancing the NBA Kings' Arena to keep the team in Sacramento, assembling a site for a $150 million Federal Courthouse and winning a 1.0 million square foot lease for the CalEPA Building in the Sacramento Central Business District.

More recently, Bill has been instrumental in relocating the corporate headquarters of the California Medical Association to downtown Sacramento, preparing the financing plan for Raley Field in West Sacramento and developing a $28.0 million fire training facility for the University of Nevada at Reno.

Prior to forming Farley & Associates, Bill worked in various positions in redevelopment agencies and local government--dealing primarily in property development and public finance.

Bill has served as an instructor for the University of Southern California and has published articles in local and national publications on public-private partnerships. He is a full member of the Urban Land Institute and has a real estate license with the State of California.

Lindsey Holloway
Specialty: Healthcare, Environment, Grant administration

Lindsey Holloway works with clients to create innovative new programs and manage grant awards. She has a background in finance, contracts, regulation compliance, grant proposal development and post-award services. Over the past ten years, Lindsey has raised over $5.0 million in public and private grants.

Lindsey has over 15 years of experience with sales, budgets, training and personnel management. Her work involved both profit and nonprofit organizations.

Lindsey's extensive service background relates well to all levels of the organization. Her training and consulting work has addressed audiences from top management to the front line of organizations.
