Every federal grant has a lifecycle with three main phases: pre-award, post-award and closeout. The pre-award phase involves the grant announcement; the application process when proposals are submitted and reviewed; and the award stage when grantees are notified they received a grant. The post-award phase involves grantees implementing their project and the funding agency disbursing payments and providing oversight. The closeout phase is when grantees settle up their project’s finances and prepare their final performance and financial reports while the funding agency reconciles the grantee’s reports and closes the grant in the federal payment system.
