If you’re not careful, grants can become a target for unwise spending. For example, when another funding source runs out, there’s always a temptation to shift personnel onto the open grant because it’s a budget with available money—whether or not those people have anything to do with the grant project. Another example, if an employee takes equipment when they leave your organization, the answer isn’t to keep buying new equipment to make up for the theft; the answer is to (1) recover the items and (2) have exit procedures in place to prevent this in the first place. When you start manipulating your grants like this, they won’t be as effective and impactful as they could be, at best; and, at worst, you could be subject to a payback if your expenses are unallowable and unrelated to the grant.
