A Colorado county turned down $1.3 million in flood recovery funds because of the grant’s timeline and the amount of work that still needed to be accomplished. County officials didn’t want to accelerate the work, and potentially impact safety, just for the sake of drawing down federal funds so they passed on the money and found it elsewhere within their budgets. Good move. You should never sacrifice safety because of a spending deadline. We saw this play out in Washington a while back when a train derailed because state officials hadn’t yet installed various safety features at key points along the track. Why? Because they were so focused on completing the rail line’s construction before federal funding expired, they let safety take a back seat. You’re not powerless when you have a federal grant. You can always say “no.”
